ЗАЯВЛЕНИЕ

«О приоритетах народной дипломатии в изменившихся международных условиях»

2022 год существенно изменил международную обстановку и характер взаимоотношений между многими странами. Однако значение и актуальность народной дипломатии в этих условиях лишь возросли. Более того, чем выше напряженность на официальном уровне и чем меньше возможностей у кадровых дипломатов — тем важнее и ценнее каждый шаг общественной дипломатии, каждый проект и мероприятие, каждый человек, который ею занимается.

Когда вокруг спокойствие и стабильность, укреплять их необременительно и почетно — называться миротворцами там, где и так мир, выступать за дружбу между друзьями и за союз между союзниками. Но сегодня, в иной ситуации, для выполнения функций посла доброй воли нужно действительно разделять высокие ценности, проявлять принципиальность и мужество, общечеловеческую и гражданскую позицию. В сфере народной дипломатии можно принести реальную пользу Отечеству, помочь огромному числу людей.

Сегодня как никогда необходима работа по укреплению вечных ценностей мировых религий — общей духовной основы народов, даже утративших взаимопонимание по другим вопросам. А также межрелигиозное сотрудничество во имя мира, добра и сохранения современной цивилизации. Народы, чтящие общие заповеди и святыни, всегда способны услышать друг друга, преодолеть враждебность и разногласия.

Еще одна основа, тысячелетиями составляющая фундамент цивилизации — это семья. Даже для совсем чужих людей, всегда общие темы — любовь, забота о детях и родителях, семейный очаг. Международные проекты в этом направлении сильнее любых границ и взаимных претензий. И одно из важнейших общих дел — защитить семью от попыток насаждения извращений, травмирующих личность, чуждых вере, традициям и человеческому естеству.

Еще есть историческая память. То, чем каждый из народов может гордиться, его подвиги и свершения, вклад в мировую историю и культуру, герои. Все, что есть основания уважать как в своем прошлом, так и в прошлом соседей, совместные великие дела и люди, общие уроки, память о которых тоже объединяет народы. Ее важно еще и не просто чтить, но и охранять от спекуляций и бессмысленных конфликтов по поводу того, чьи деды были более правы и кто более правнук своих прадедов. Ведь, помня о прошлом, жить и действовать мы должны для будущего, для детей и внуков, чтобы они жили в мире и благоденствии, и чтобы им тоже было за что уважать память о нас.

Еще одно направление, помогающее находить и формировать общее между самыми разными народами — это спорт. Миротворческая роль спорта формировалась тысячелетиями, а на период проведения Олимпийских игр традиционно приостанавливались все военные действия. Нужно возрождать гуманитарную роль спорта и первозданные идеи олимпийского движения, не позволить политизировать его и превратить в орудие низменных интересов.

А еще — бизнес. Ведь большинство первых дипломатов и первооткрывателей новых земель вместе с миссионерами составляли купцы — именно они находили точки общих интересов и формы мирного взаимодействия. Нормальному, созидательному бизнесу в первую очередь выгодны мир, процветание и взаимопонимание.

На фоне множества тоже важных тем, позиции по которым сегодня спорны и неоднозначны, эти пять направлений сотрудничества — несомненные, общие для здравых людей, вне зависимости от географии проживания. Поэтому мы считаем их сегодня приоритетными, будем всемерно развивать и поддерживать их — в том числе потому, что именно в них есть возможность что-то сделать и добиться ощутимых результатов.

Мы искренне желаем мира и добра всем народам, а мирным жителям всех стран и территорий, где сегодня идут боевые действия — скорейшего урегулирования и возвращения к нормальной жизни.

Мы считаем необходимым прилагать все усилия, чтобы сохранять и укреплять общественные, гуманитарные, деловые, экспертные, межличностные контакты между народами, не позволить деструктивным политическим силам разрушить возможность диалога, многовековые родственные, дружеские и добрососедские связи.

Мы осуждаем развязанный сегодня под предлогом «санкций» мародерский беспредел, на котором цинично наживаются отдельные политики и представители бизнеса. Любые международные санкции должны быть адресными, в отношении конкретных лиц и компаний, а попытки санкций против целых народов — преступление, притеснение неограниченного числа людей по национальному признаку, родственное геноциду.

Мы осуждаем нечистоплотных дельцов и выражающих их интересы политиков, которые искусственно накачивают территории боевых действий, где не участвуют их страны, оружием и боеприпасами, финансируют диверсии и наемничество, препятствуют переговорному решению конфликтов и множат жертвы.

Мы с сожалением наблюдаем за падением авторитета межгосударственных организаций, которые создавались как гаранты диалога и соблюдения норм международного права, но превратились в инструменты вражды и раскола, сведения счетов, политического реваншизма и неприкрытой дискриминации. На этом фоне, призываем коллег к объединению усилий по активизации народной дипломатии, развитию формата «посольств доброй воли» и работы общественных диалоговых площадок.

STATEMENT

«On the priorities of public diplomacy in the changed international conditions»

The year 2022 has significantly changed the international situation and the nature of relations between many countries. However, the importance and relevance of public diplomacy in these conditions has only increased. Moreover, the higher the tension at the official level and the fewer opportunities career diplomats have, the more important and valuable is every step of public diplomacy, every project and event, every person who is involved in it.

When there is peace and stability around, it is easy and honorable to strengthen them — to call ourselves peacemakers where there is already peace, to advocate for friendship between friends and for an alliance between allies. But today, in a different situation, to perform the functions of a goodwill ambassador, one must truly share high values, demonstrate integrity and courage, a universal and civic position. In the sphere of public diplomacy, one can bring real benefit to the Fatherland, help a huge number of people.

Today, more than ever, work is needed to strengthen the eternal values ​​of world religions — the common spiritual foundation of nations, even those who have lost mutual understanding on other issues. As well as interreligious cooperation in the name of peace, goodness and the preservation of modern civilization. Nations that honor common commandments and sacred things are always able to hear each other, overcome hostility and disagreements.

Another foundation that has been the foundation of civilization for thousands of years is the family. Even for complete strangers, there are always common themes — love, care for children and parents, the family hearth. International projects in this direction are stronger than any borders and mutual claims. And one of the most important common tasks is to protect the family from attempts to implant perversions that traumatize the personality, alien to faith, traditions and human nature.

There is also historical memory. What each nation can be proud of, its feats and achievements, contribution to world history and culture, heroes. Everything that there is reason to respect both in its own past and in the past of its neighbors, common great deeds and people, common lessons, the memory of which also unites nations. It is also important not only to honor it, but also to protect it from speculation and senseless conflicts about whose grandfathers were more right and who is the greater great-grandson of their great-grandfathers. After all, remembering the past, we must live and act for the future, for our children and grandchildren, so that they live in peace and prosperity, and so that they too have something to respect the memory of us for.

Another area that helps find and form common ground between the most diverse nations is sport. The peacekeeping role of sport has been formed over thousands of years, and during the Olympic Games, all military actions have traditionally been suspended. We need to revive the humanitarian role of sport and the original ideas of the Olympic movement, and not allow it to be politicized and turned into a tool of base interests.

And also — business. After all, the majority of the first diplomats and discoverers of new lands, together with missionaries, were merchants — they were the ones who found points of common interest and forms of peaceful interaction. Normal, creative business primarily benefits from peace, prosperity and mutual understanding.

Against the backdrop of many equally important topics, positions on which are controversial and ambiguous today, these five areas of cooperation are undoubted and common to sane people, regardless of their geography of residence. That is why we consider them a priority today and will develop and support them in every possible way, including because it is in them that there is an opportunity to do something and achieve tangible results.

We sincerely wish peace and goodness to all peoples, and to the civilians of all countries and territories where military action is taking place today — a speedy resolution and return to normal life.

We believe it is necessary to make every effort to maintain and strengthen social, humanitarian, business, expert, and interpersonal contacts between peoples, and not allow destructive political forces to destroy the possibility of dialogue and centuries-old family, friendly, and good-neighborly ties.

We condemn the looting lawlessness unleashed today under the pretext of “sanctions,” from which certain politicians and business representatives are cynically profiting. Any international sanctions must be targeted, against specific individuals and companies, and attempts to impose sanctions against entire nations are a crime, the oppression of an unlimited number of people on the basis of nationality, akin to genocide.

We condemn unscrupulous businessmen and politicians who express their interests, who artificially pump up combat zones where their countries are not involved with weapons and ammunition, finance sabotage and mercenaries, hinder negotiated solutions to conflicts and multiply casualties.

We are sadly observing the decline in the authority of intergovernmental organizations that were created as guarantors of dialogue and compliance with international law, but have turned into instruments of hostility and division, settling of scores, political revanchism and outright discrimination. Against this background, we call on our colleagues to join efforts to intensify public diplomacy, develop the format of “goodwill embassies” and the work of public dialogue platforms.
